This occurs due to Lease Control requiring Microsoft SQL Server 2005 Backward Compatibility Components for particular installs.

The Microsoft SQL Server 2005 Backward Compatibility Components need to be installed before client installs Lease Control.  The file required are either located on the Lease Control Installation CD in  
...\Extras\LeaseControlInstaller or  
 you will have to go online and download Microsoft SQL Server 2005 Backward Compatibility Components from microsoft download site below

Scroll down this page and look for heading  
Microsoft SQL Server 2005 Backward Compatibility Components  
then download the file that is compatible for the workstation that is  
running LeaseControl.

SQLServer2005_BC.msi - 32-bit  
SQLServer2005_BC_ia64.msi - 64-bit IA64 (uncommon in workstations)  
SQLServer2005_BC_x64.msi - 64-bit x86-64 / AMD-64 / EM64T / etc.  
(most common 64-bit system)

Once you have downloaded this file and installed you will be able to  
run the Lease Control setup.
